The transition to a decentralized grid in California requires the rapid deployment of complex, multi-measure energy projects. While engineering technologies for solar, BESS, and HVAC retrofits have matured, the administrative friction in the project development lifecycle—from lead generation to final contract execution—remains a primary bottleneck. Factors such as data acquisition delays, evolving regulatory compliance, and shifting client financial profiles often extend development timelines, risking project viability and delaying carbon reduction.
This session outlines a comprehensive framework for managing the end-to-end development process, with a focus on transforming fragmented data into executable contracts. We will examine the specific heavy lifting required to maintain momentum when external variables threaten to stall progress. Key focus areas include: holistic technical synthesis, administrative & bureaucratic navigation, dynamic financial engineering, vendor & supply chain synchronization.
Through a series of real-world examples, this presentation will demonstrate how to identify and neutralize “silent delays” in the development pipeline. Attendees will learn how to bridge the gap between initial energy analysis and full contract execution, ensuring that decarbonization goals are met with speed and operational precision. By streamlining these internal and external workflows, development teams can reduce overhead, increase closing rates, and accelerate the transition to a sustainable energy future.

Mirazun Mitu is an energy strategist specializing in the comprehensive development and operational optimization of multi-technology renewable energy projects. As Project Development Manager at SitelogIQ, she provides the high-level orchestration required to move complex public sector retrofits from initial concept to final contract execution. Mirazun is an expert at integrating technical energy modeling with strategic project management, ensuring that solar PV, battery storage, EV infrastructure, and HVAC systems are synchronized into high-performance, cost-effective portfolios.
Mirazun’s expertise lies in managing the diverse variables of the California energy landscape—including evolving regulations, technical documentation requirements, and shifting client priorities—to maintain project momentum and ensure delivery efficiency. She specializes in bridging the gap between engineering design and financial viability, navigating the complexities of the development phase to ensure projects are both technically sound and ready for implementation. Her technical foundation includes a Master of Science in Electrical Engineering and certification as a Certified Energy Manager (CEM).
Beyond her professional practice, Mirazun is a pillar of the energy community, serving as Vice President of the Northern California AEE Chapter and Co-Chair of the CWEEL Mentorship Committee. She is deeply committed to fostering emerging talent, serving as the Mentors' Advisor for the Society of Women Engineers (SWE) at Mission College, Santa Clara, CA and as an advisor to the award-winning CSU, Chico Alternative Energy Club. Through these roles, she bridges the gap between academic theory and industry implementation, driving the innovation and equity required for a sustainable global energy future.
